Unloads pinned/essential tabs after a certain amount of time

Features:
- Ability to set the amount of time pinned tabs should be unloaded after
- Ability to force unload all pinned tabs with a button press or extension shortcut (customizable)
- Checkbox to prevent websites playing media and uploading/downloading files from being unloaded
- This works across all workspaces and will NOT be made to only work per workspace
