It's available at all times when AdBlock is running, whether or not any ads on the page are being blocked or there are any ads at all. It can be used to hide things other than ads. Obviously, it can't be available when the extension is paused or the page or site is whitelisted, because AdBlock isn't running then.
However, you can also use AdBlock to exclude specific filters to see ads that have been blocked or hidden. That would allow you to selectively block ads on the page. We have more information here:

You're absolutely right about the on-screen help text being less than helpful. That's one of the things we're planning to improve in an upcoming release.

So I bought the premium adblock version. Ads are still appearing on youtube. Yes, I have done the the General and and advanced setting procedures as recommended. I hate the ads... The addon is frequently opening a new tab in foreground asking to donate or switch to paid version. I know no other addon (and there are very much great addons I use, that do not do this).

- it doesnt stop adverts on youtube or any of the other video content providers ive tried it with, what it does is this; often it opens another window and ask you for money so it doesnt open up that window in the future, the people who are giving this app 5* probably gave Ticktock 5* ratings as well. i gave it 2* becasue it was easy to uninstall, often these trype of money demanding apps are almost impossible to uninstall, so for that reason they get 2* from me,

Работает с багами, но всё же работает. Например, в альтернативном режиме блокировки не работает ускорение по пробелу или удерживании кнопки мыши. Горячая клавиша F сбрасывает видео на начало.
