Major version for internal changes, improving tooling and coding for future releases.

Fixed issue with filling sync storage, now uses local storage for most things. Some settings will no longer sync across browsers, but issues caused by filled sync storage will no longer occur.

Improved rendering and layout for the top sites grid.
